Three departments released the "implementation plan of carbon peaking in industry" concerning the development of the ship industry
On August 1, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment jointly released the Implementation Plan for Carbon Peaking in Industry (hereinafter referred to as "the Plan"). The Program concerns the development of the ship industry, and the relevant contents involving the ship industry are organized as follows.
The Program specifies six key tasks, such as deeply adjusting industrial structure, deeply promoting energy saving and carbon reduction, actively implementing green manufacturing, vigorously developing circular economy, accelerating industrial green and low-carbon technological change and actively promoting digital transformation in the industrial field.
The Program proposes to build an industrial layout conducive to carbon emission reduction. Around a new generation of information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection and aerospace, marine equipment and other strategic emerging industries, to create a low-carbon transformation effect of advanced manufacturing clusters.
The Program proposes to promote the deep integration of new generation information technology and manufacturing. The use of big data, the fifth generation of mobile communications (5G), industrial Internet, cloud computing, artificial intelligence, digital twin and other green low-carbon upgrade of processes and equipment. In-depth implementation of intelligent manufacturing, continue to promote process innovation, equipment upgrading, management optimization and production process intelligence. Create a digitally collaborative green supply chain in the automotive, machinery, electronics, shipping, rail transportation, aerospace and other industries. Promote the software-based packaging of green and low-carbon technologies. Conduct a new generation of information technology and manufacturing integration development pilot demonstration.
The Program proposes two major actions for key industries to reach the peak action and green low-carbon product supply enhancement action.
The Program proposes to study the low-carbon development of consumer goods, equipment manufacturing, electronics and other industries roadmap, industry-specific policies, continuous promotion, reduce carbon emissions intensity, control carbon emissions. Around power equipment, petrochemical general equipment, heavy machinery, automobiles, ships, aviation and other areas of green low-carbon demand, focus on key processes, strengthen the advanced casting, forging, welding and heat treatment and other basic manufacturing processes and new technology integration development, the implementation of intelligent, green transformation. Accelerate the promotion of fatigue-resistant manufacturing, lightweight manufacturing and other energy-saving and material-saving processes. Research and development of power equipment and technology green low-carbon development roadmap. By 2025, integrated die-casting forming, moldless casting, ultra-high-strength steel hot forming, precision cold forging, heterogeneous material welding, lightweight high-strength alloy lightweighting, laser heat treatment and other advanced near-net forming process technology to achieve industrial application. By 2030, innovation and research and development of a number of advanced green manufacturing technologies to significantly reduce production energy consumption.
The Program proposes to increase the supply of green and low-carbon products in the field of energy production. Continue to promote the steady development of onshore wind turbines, accelerate the development of high-power fixed offshore wind turbines and floating offshore wind turbines, and carry out pre-research on high-altitude wind turbines.
The "program" proposed to increase the supply of green low-carbon products in the field of transportation. Vigorously develop green and intelligent ships, strengthen the marine hybrid, LNG power, battery power, ammonia fuel, hydrogen fuel and other low-carbon clean energy equipment research and development, promote the renewal of inland rivers, coastal old ships, accelerate the development of a new generation of green and intelligent ships and demonstration applications.
The "Program" put forward six policy guarantees such as sound laws and regulations, building a standard measurement system, improving economic policies, improving market mechanisms, developing green finance and international cooperation.
The Program proposes the development of green finance. Under the premise of legal compliance and risk control, use green credit to accelerate the green and low-carbon transformation of the manufacturing industry, and support a number of low-carbon technological improvement projects in industries such as iron and steel, building materials, petrochemicals and chemicals, non-ferrous metals, light industry, textiles, machinery, automobiles, ships and electronics.
